Smoke can go intangible at will as he can literally turn into smoke, can teleport, can go invisible, can create large smoke screens and ontop of that he's a skilled H2H fighter.
Cap gives Smoke a good stern talking about the health risks involved with smoke and tells him to stop. Smoke being charmed by Cap's speech agrees and leaves the battlefield. Cap wins due to ethics and charisma :D
