Hmm...tough call. Steve has the strength advantage I guess, but Legolas should be more skilled.

I'd go with Legolas after a tough fight.

Legolas can win this as long as Cap doesn't get close enough for fisty cuffs.

He gets all the weapons he had in Lotr and hobbit

Steve. Legolas is fast and accurate with his arrows, but Cap has dodged post-fired bullets, so that's a non-factor to him. If it gets close range, he'll have the clear advantage. Legolas was never as good in close range as he was with his bow.
