Captain America (Marvel movies) vs Green Arrow (Arrow TV show). Both are in-character, random encounter, standard gear, and the fight takes place in an abandoned warehouse. Battle is to the death or incapacitation. Who wins and why?

@lukehero: AAAAG we disagree on something. Movie Cap has greater strength, agility, and a weapon (the shield) that can fend off any of Oliver's arrows. I hate to admit this (because in general I "like" DC better) but in this particular battle---Captain America wins.

I'm assuming the premise behind this fight is 1) they're pretty much the top live-action street levelers at the moment and 2) Ollie defeated Deathstroke so he should have a chance here. The problem is, as it was already pointed out, this battle has been done to death. Ollie defeated Slade after he was given the cure so that doesn't really help his case here. No doubt Ollie is a skilled fighter (possibly more skilled than Cap) and he has some truly exceptional reaction feats, but the shield is going to be difficult to get around in a random encounter with no prep, and overall Cap has the better physicals. It's not a stomp, but Captain America wins.
@indomitableregal: No version of Arrow is a better fighter than Cap after he created his own martial art of a mashup of every technique known to man. In Captain America: The Winter Soldier, the director made it clear that Steve has reached that point.

Steve does win easily. Oliver is outclassed completely in physicals. Steve is a mixed martial artist, and he knows Brazilian Jiu Jitsu, karate, boxing, Parkour, and Krav Maga (revealed by the filmmakers). Oliver on the other hand knows an unknown number of unknown martial arts; we can guess at which ones and how many, but we don't truly know. But he's done nothing to suggest he has more skill than Steve, considering he's beaten other skilled martial artists who know an unknown number of martial arts. As for Oliver's gear, almost all of the gear he is willing to use in character are damn near inconsequential in fighting Steve. Regular arrowheads are going to bounce off the shield. So overall, Oliver's gear means little.

I never heard the director's commentary, but based on on-screen feats, I'm gonna have to disagree. I think Ollie has shown to be at least equal to Cap in skill.

Even though I agree that Steve takes this, his skill is no where near that of Oliver's.
