R1) Cap has his shield, and faces off against 20 thugs armed with pistols, knives, machine guns, grenades, a few bats.

In NYC.

R2) Cap does not have his shield, and faces off against 20 thugs armed with lead pipes, chains, leg stools, hammers, and sledgehammers.

In Chicago.

Can Cap win/

@Brightooze: Yes. Yes he can. Cap's taken on actual soldiers before, and there were a lot more than 40.

I am noticing a trend. Every few months, there's an avatar-less guy who makes multiple gang-related threads.

as dumb as nazi's were in ideals they were trained damn well and cap had no problem with those douches. thugs falling faster than communism. hiyoooo! anyone?

Captain America wins VERY easily both round I mean really, cap has faced FAR worse odds then a bunch of thugs.

Cap have easily handled a room full of shield agents with repulsor powered armor.

Cap all day!! He's fought Spiderman, Wolverine, Iron Man, Taskmaster, Hulk, Rhino, and others who could walk into any inner city in the world and enslave the populace.

Cap wins both rounds, he's dealt with way worse before.

In melee's like this all any fighter has to do is position himself in the middle of the crowd. That negates the guns as they won't shoot for fear of hitting their own, or getting shot. Once in the middle there's really only 3-5 fighters that can actually reach someone like Cap. The rest have to get through their own people to even touch him.

Cap has already shown to beat guys aiming guns properly. But I haven't seen him beat guys aiming their guns sideways.... Yeah gangsters would beat Cap here... Nyahahahahaha! J/K... :D

This. Despite Cap losing.

Cap has defeated rooms full of trained soldiers with machine guns, I doubt a random street gang would fair any better
