Not a fight, brawl or scrap in any way. This is strength vs strength. Steve Rogers has been stated to be able to lift 1200 pounds. 3-D Man has 3 times the strength of an Olympic athlete.
Thanks gents. I guess I was a little confused due to the different wordings I had seen regarding Delroy. His entry here does state 3 times the perfect human athlete. So, I'm assuming he'd be 3 times stronger than Cap.
