Team 1 is wanted for escaping arrest due to the registration act. They thought the Joe's would be understanding but they thought wrong. Team 2 is willing to capture them no matter what.
I have to go with Team 2. Snake Eye's combat training is way more vicious than Steve's and Bucky. De-Brainwashed Storm Shadow almost just as vicious.
I love the American heroes and but SE and SS(Oh...wait) Storm Shadow also have some crazy shinobi teamwork tactics that makes Duke go "Easy there, cowboys. Leave something standing for Gung-ho and Roadblock to shot, dammit!":

Snake-Eyes has bullet fast reflexes. And I'm pretty sure Storm Shadow does too. It's when Steve and Bucky go on the offensive is when they're in trouble. But it's still a very good fight.
IMO, Bucky is actually more skilled than Steve. He's fought and defeated Steve's rogues sometimes better than Steve has without a SSS. But he does have a Mechanical Arm.
