Round 1: Could go either way. Captain Atom has stalemated Wonder Woman. Captain Marvel has stalemated Superman. I'll go with Team 1, though, since I believe Billy could beat Superman.

Round 2: Team 2. Captain Atom just isn't fast enough.

Has Atom ever been able to drain Superman or generate Kryptonite or Red Sun radiation?

Which version of Captain Atom? Captain Atom can go toe to toe with both, with matter manipulation he can change objects into something completely different. He has fought Mr. Majestic... but didn't win. He has military combat training. and Captain Marvel is magic & a beast. It would very close both ways IMO.

@Pokeysteve: That's what I was wondering too. Can he absorb the solar radiation out of him?
