I don't think he could take on the Avengers as a team. He could maybe take a few of the non superhuman members in a one-on-one match, but there's no way he's taking on the team as a whole.

Luffy can beat Black Widow, Hawkeye and maybe Cap America. He loses horribly to everyone else.

Luffy could beat Black widow, Hulk, Thor(same way he beat Enel), and maybe Captain America, since they use blunt force attacks, and guns(he's pretty much immune to both)(minus Thor, since he uses electricity.) Now, that said, as a team, it would be very hard for him to beat them either way. Especially after the Wano-kuni arc Luffy could beat them.
