Of course he can.
Silver Surfer has had his powers taken by Doom, and...I think someone else, but I can't recall. In any case, cosmic power is entirely siphon-able.
It is possible to temporarily drain the Silver Surfer of his powers, given enough advanced/expensive tech of which Stark has PLENTY to spare. Even S.H.I.E.L.D did it once, in an old comic somewhere.

Imagination is a wonderful thing. However, a writer that can make it feasible based off, and respecting, the full scope of each character's respective powersets, coupled with good writing, is another matter altogether.
Iron Man put his brain to work against the Phoenix (and yes, he failed) but the fact he effected it at all means writers could definitely see him techno craft something to deal with the power cosmic IMHO.

And do people not realize that Tony AND Hank Pym made the gun, it isn't like Tony made it himself.
Depends on what you are letting him make in prep. Most likely he would lose but if you make him make whatever he wants that is too powerful then yes. I don't think he could build something powerful in a month.

Now let us consider the writer's and editorial line point of view.
When Fatalis (Doom in English) borrowed the Surfer's power that was to serve a metaphor corresponding to the era and the fact that the powerful characters in the MU where not as numerous back then. Also the FF needed a fearsome enemy to keep the suspense going on because they had already defeated Fatalis.
Nowadays, I believe the Surfer clearly belongs to an other league. Iron Man wouldn't last a minute against him the way the present MU works. I think the Annihilators' arc is the most representative story for that.
It's possible.
He has hold his own against the likes of Thor in semi-random encounters.
With a month of prep he could upgrade his armor significantly, and study Silver Surfer's attacks, weaknesses, and strengths to better himself. Also, can he bring in help, like robots and such?

I was talking about every battle, not just this one.
@Baldy: That's why I said it's possible, and he could hold his own against Thor, not defeat him.
With PIS I think he could beat Silver Surfer.

Yes I completely agree with you kind sir.
But to be righteous and factual, I'd have to say:
Stark CANNOT beat Silver Surfer no matter what.
Silver Surfer has just too many diverse powers! Energy Manipulation, Hyper Space travelling (???), Travelling through THE SUN...
Sorry but it's just too much for Stark to handle.

But if Stark had access to let's say...Asgard and talked to a Nerd there to make him some extremely powerful armor (which I highly doubt stark could get for various reasons), he MIGHT have a chance, because NO MERE HUMAN can beat the Silver Surfer, that's why I'm highly doubtful.
Now say if it was Mr. Fantastic aka. Reed Richards or The Batman aka. Bruce Wayne preparing against the Silver Surfer...xD, they might have a better chance!

1. That's exactly why I said Bruce Wayne or Reed Richards has a chance at beating the surfer.
2. Iron-man's intelligence is not On-Par with Dr. Doom's. Dr. Doom is smarter.
3. Dr. Doom could have beat the Silver Surfer through pure horrible comic book writing. This is not an excuse, this happens a lot in comic books for popularity or I don't know...xD

- This was not horrible comic writing. This was mentioned in The Infinity Gauntlet (one of the greatest comic storylines of all time) and several other stories.
