Zoom can only bend time relative to himself but would that augment his awareness considering his environment? I mean does the boost of his timefield also make him realize a sudden change in his surroundings, say a rock in the way for instance? I'd lean myself a little out the window and say with "enough" prep he might but the chances that Zoom couldn't adapt to it are highly unlikely unless Deathstroke come's up with something involving Tachyons... or something O.o
The only reason he can tag speedsters is because of PIS and the writers making a character fanboys are attracted to
no person with peak human stats can contend with a speedster
do the math people on paper Death Stroke stands no chance against a speedster.
actually, it's been pointed out (by another user here) that the Flashes always get tagged when they are talking, or just finished talking. to have to do that, they slow down their perceptions, thusly, leaving themselves foolishly vulnerable. Makes sense, whn you think about it. On plenty of occasions we see him speed up his mind.

Which in hindsight should still be theoretically appliable to Zoom, since that was kind of a check-mate situation for his plan. but that's a solid 2 out of 10 for this fight or at least a 1/10, and so the answer is, at least to me, yes he "could".
@warlock360: Not really. That scan has already been debunked as PIS because Wally seemed to go full out. We see Wally dodge bullets when he feels them touch his skin.... that shouldn't have happened. Now think of someone 3X faster than Wally. Yeah, not happening. Should be impossible for Deathstroke to even see Zoom, let alone hit him.
He isn't exactly faster than wally, he can manipulate time relative to himself, there was this picture displaying it. Tomorrow i'll go find it or maybe someone else will post it (the one with the chalkboard)
basically he Pops in and out from one point in time to the other, not exactly being faster but just being able to beat him to the punch at a fixed destination in time.
