Can batman catch these guys

I am sure he can. I wouldn't be surprised if he knew Parkour. Think about it; the stuff he and most of the Bat Family do involve some sort of Parkour - in fact, all street-level characters appear proficient in free running.

Parkour? Batman would go pffft. He can catch Catwoman, and she's one of the fastest non-powered humans in the DCU. These guys are nothing.

If Batman can catch the thugs of Gotham. These guys will be caught effortlessly.

Batman has been able to practice acrobatics blindfolded while being injuried, he takes this with extreme ease.

and people believe he is not a meta  even the serum induced more powerful, agile with theoretically much higher stamina capt America has lesser feats

Well he is Peak Human which is bascially borderline Metahuman.
