Camp Half Blood wins, with probable ease.
All the kids at Hogwarts aren't diverse in anyway at all, they all know basically the same thing. There are no real factors in there that would make me think otherwise. Even Harry isn't anything special, except if given The Elder Wand. Heck, one of the Deathly Hallows is Resurrection, which one kid in CHB can do (if we are including him). And since there is no insta-death, the death spell is not going to be used.
CHB is a whole different situation. While they are less populated, they are much more powerful. Percy could use the water around Hogwarts and flood it, or at least a portion of it. All of the kids in the camp have at least some type of strategy in there mind, and the children of Athena are all probably gonna be real useful when it comes to engineering things. Ares kids are probably the most ruthless, and the Nico, the son of Hades can resurrect the dead, which could come into some type of psychological play.
I have no clue how Hogwarts would win this.
