Before opening the thread, I presumed that this Balrgo pictured above would be the one featured, and I would get to type "SPITEEEEEEEEEEEEE!!!"", but the OP took that away from me..
Ok lets go by the comics by udon. Balrog before he joined bison team even RYU respected him and even feared the power of his punches. Now the 4 top fighters by bison side is balrog / Sagat/ Vega and charlie .Cammy cannot beat any of them. Now if you are talking about video game play then Balrog again . Camp heavy kicked worked well in all the video game but Balrog down medium punch was the answer for that for her.
The fact is actually really really close. I believe in the Canon Guide they are placed within the same tier, because Cammy is not on par with Vega, but she's the most powerful of the other "Dolls". She's also been toned down because she now has a Psycho-Limiter which restrains her output potential. Balrog is also no slouch since he's powerful enough to kill an elephant with one of his punches. So that has to be taken into account as well. Overall, this match up would be extremely close going either way, and imo a near to close stalemate.
