Cable has full power vs Thor in downtown setting. No rules or morals and the battle is to the death.

Well to be honest. they didn't really fight till the end, where Cable broke Surfers Board...and Surfer responded by one shot KO'ing Cable, up until then they just had wrestled for a bit while Cable was explaining his actions and motives to SS.

Well...base off their previous encounters, yes. i mean in Blood & Thunder, Silver Surfer had step in to defend Beta Rey Bill who was being killed my a Warrior Madness Thor, who then in turn focus his attention on SS, and beat him up instead. lol , then Adam Warlock steep in to help SS, so Thor started fighting him.
I think they have fought 3 times, 2 being victories for Thor, while the third was inconclusive do to the fact that it was stop by Odin..i believe they fought again shortly after that fight, but I don't know the outcome of that fight.
Is Thor immune to telepathy, or does he have a high tolerance to it? Because I'd assume that Cable having telepathy would mean a disadvantage for Thor. Otherwise, Cable might have a chance using Telekinesis, though I doubt he has enough force to put Thor down. In other words, I give Cable 2/10, and Thor the majority.
@Dark Cloud™: I don't think Thor's immune to telepathy, but he has shown to be really resistant to it. Some high end feats I remember are him resisting both Moondagon and Goddess mental manipulations. He's casted out Loki's spiritual influence from his mind. Moondragon with the mind gem couldn't affect Thor with her mind blast.

His mind was taken over by the Goddess. I don't know how long it took but she got to him. and Thor was crazy(out of his mind) when Moondragon tried to affect him. Thor was doing stuff that he has never been able to repeat. maybe Cable can't take over his mind but he may be able to mind blast him. there is a difference.

I always thought that too considering Thor was usually written more powerful back then as he is now. Since Thor has gotten weaker and as Morph pointed out, Surfer has had some potent upgrades since then. But Fraction's Mighty Thor and Surfer arc didn't really sit well with me. I still think Surfer is above Thor, though.
