Round 1: Should probably be Iroh, but he hasn't shown enough in the way of feats to suggest he can take on King Bumi.
Round 2: King Bumi. He's a beast with far more raw power than the other masters have shown. Tenzin might prove hard to pin down but Tenzin isn't surviving getting bombarded by houses.
Round 3: Team earth. King Bumi is still the major powerhouse here, and Toph's seismic sense means she can anticipate most incoming attack. Bumi can cover the air attacks just fine. And earth in general is the best for defense. They can just raise some walls and turtle up, then take out whoever is left standing after the fight ends. Waiting and listening before striking is a specialty of these two.
Round 4: Same as round 3 only Iroh and Azula will mop up the others fairly quickly thanks to the comet. Iroh could penetrate their defenses with another Ba Sing Se blast, but that took so long to charge up he'd be vulnerable to being pulled underground and disabled. Even with the comet amp, earthbending proved extremely hard to penetrate with fire.
Also, Zuko wouldn't have been a weak link. He was on the same level as Azula near the end of book 3.
