Bullseye. He doesn't need to try to make perfect shots, he just does. Anything that can be thrown is a weapon. He's also a very good fighter and can take a ton of punishment.
@loplopool: Hate to bump a thread to agree, but even if this fight does make it close range (which it most certainly will not) Bullseye has a fighting chance, with his Adamantium lace skeleton and fighting skills rivaling Elektra's. Add that to his almost instant mastery of even alien-looking weaponry and his complete knowledge of all pressure points and vulnerable spots, and you've got a man almost as deadly at close range as he is afar.
And tagging a Kryptonian with an arrow is complete PIS or CIS. If they can move faster than thought they can move faster than an arrow. Bullseye outmatched Green Arrow even with a bow. Bullseye is better than Green Arrow in every possible way, except mental health.
I think they're tied in the ego department.
I don't understand why anyone would claim Green Arrow the Victor, and never explain why. (+)
Aside from the recent bump, the same could be said visa versa...
Bullseye should take this, his accuracy is definetely a result of a mutation or of an innate ability. This means he is definetely a metahuman. While GA is great, bullseye could probably shoot his arrows out of the air just to show off. Only way Bullseye loses is if he screws around wayyyy too much.
@brutus_brick: Idk if he has his trick arrows he could pull something crazy...I'm not saying he'd win, or that he would lose...it's circumstantial really.
Starting distance plays a huge role here if the OP doesn't specify I assume they start relatively far(around 10 meters).
Bullseye has shown extreme accuracy but GA isn't slacking either, GA can hit a bullseye from 200 meter far and he has ricocheted his arrows before so aim won't be the desiding factor here since both are pros. Green Arrow is good with prep as for Bullseye I don't know, also people shouldn't underestimate Ollie's close combat. He is trained by the best and he managed to hold on his own and outwitt enemies like Deathstroke who is more dangerous than Bullseye.
He knows how to handle a sword good enough to keep up with a hindered deathstroke and a sword is part of his standard equipment.
PLUS.....trick arrows!
I could make a case about GA's durability too.

I think it is a rule here on the vine that when distance isn't specified the combatants start relatively close.

When these things are left out it’s generally assumed that characters are fighting to the best of their ability but still within the limits of their personality, using their standard gear, have no prep time, and are their current mainstream versions. Their starting distance is close and the setting is most often a city. Without any specifications to a battle, those are what we go by. It’s always best to give as much information about the fight in the first post.

Actually, even though they are both pros, Ollie is a badass with a bow. Respectable.
Bullseye can kill a man with paper airplane. Or a spat tooth. Or use a toothpick in place of a sniper rifle. Or just throw the damn bullet.
Bullseye outclasses Ollie in every aspect except intelligence, and melee skill is debatable.
The only way GA pulls a win here is if Bullseye falls victim to CIS
@brutus_brick: You have to admit that there is definitely some PIS and WIS in Bullseye. But I still think this battle could go either way...maybe leaning more in favor of Bullseye, but if Bullseye's first attack doesn't kill Ollie then I say Ollie will have a pretty good chance of taking Bullseye.

Anyways Green Arrow wins here because he is really acrobatic and got different kinds of stuffs than just iron arrows like rocket arrows and liquid arrows.
Bullseye is arguably more acrobatic than Oliver. Having been a leader of the Hand and then taking on them, fighting Daredevil, Elektra. Bullseye isn't just a psychotic hitman with a possibly military past (in the MAX version he does) but he also has better accuracy-feats than Oliver and h2h feats. Bullseye is basically a Batman-level fighter (if Batman 10 for this test, he'd be a 9, Damian Wayne, fully grown and Nightwing would be a 9.2-9.5, Wolverine would be an 8.3, Spider-Man would be a 9 for since his Spidey-Sense and Bullseye has tango'd with him and done very well. Punisher would be an 8.9, Daredevil would be a 9.3, I edge him over Nightwing and even a Nightwing-aged Damian Wayne who will be quite uber. Daredevil has a winning-record against Bullseye but Bullseye has also taken Elektra who is easily a 9.1-9.3 as well, maybe a 9.5-10, she's that good, and Bullseye killed her. Oliver would be 8.5-8.9 in my opinion, some people might think me mad for putting him around the punisher-level but Punisher is actually a deadlier and more versatile character than Ollie, imo)
