None of this puts her on Captain America's level physically or combat-wise.
Bullet dodging is nothing special. Just as cap has taken down armed people, so has Buffy(this is all her and one other slayer BTW)

The spirit of The First Slayer was not pleased with this, and attempted to kill the Scoobies in their dreams demanding that the Slayer act alone, though she was defeated by Buffy
As for strength....seriously?
Slayers are endowed with strength greater than that of humans, some demons and most, if not all, vampires.
- Buffy Summers had been known to lift, with great effort, a metal portcullis which an entire group of men were unable to budge.
- Buffy was capable of bending a steel rifle barrel with little apparent effort and bending open prison cell bars, both with her bare hands.
- Buffy has been recorded throwing human-sized subjects sizable distances and effortlessly bench-pressing steel girders used in construction.
- Buffy once accidentally kicked Riley clear across a room whilst 'holding back a little'.
- While being voluntarily fed on by Angel, Buffy crushed a tin jug with her bare hands and was able to destroy a coffee table with a single kick.
- Faith Lehane was able to pick up the vampire Angel with one hand and easily throw him short distances, lift him over her head, and slam him into the ceiling.
- Once, while fighting Buffy, Faith punched into a concrete wall to no ill effect.
- Faith was seen picking up a barbell with one hand and hitting a woman in the face with it (the woman was trying to kill Faith at the time).
- Melaka Fray was able to pick up an overweight vampire several times her own size and body mass, lift him up over her head with both hands and throw him over a distance of presumably over 20-25 feet, with no downward arc to his trajectory (which was only interrupted due to his hitting a metal grate, which was extensively deformed on impact).
- The psychotic Slayer Dana is able to, through several violent shoves, knock down a metal door as well as deform the edges of a metal gate as she tore it from its hinges.
- When up against a large group of bullet-proof demons, Simone Doffler was able to easily destroy several of them with her bare hands and feet, leaving puddles of their guts and body parts splattered all over the floor
Speed
Slayers are able to move faster and react more quickly than humans and most vampires. Buffy has snatched a crossbow bolt in mid-flight, dodged gunfire from multiple ranges, and set off a bear trap without getting caught in it. At one point Buffy was fast enough to outrun a raiding motorcyclist on his bike shortly after her resurrection. Faith has dodged shotgun blasts at point-blank range and Dana was able to dodge a tranquilizer dart also fired at point-blank range.
Durability
A Slayer's body is substantially more durable and resistant to blunt force trauma than an ordinary human's. Slayers also have ten times the endurance of a common human, so it is difficult, though not impossible, to bruise them, break their bones or strain their joints.
- Buffy has suffered from a sprained arm as a consequence of fighting vampires, but seemingly healed mid-fight, despite the injury taking a toil on her fighting her injured arm being twisted once more, Buffy still could punch a vampire in the face, sending it flying, without any problems later.
- Buffy looked relatively unfazed after she had a vase smashed over her head by Tucker Wells.
- Buffy appeared only to sustain some minor damage after being shot by a high-voltage blast from the Initiative'staser blasters while normal human beings and even demons were shown to be incapacitated and require time to recuperate afterward.
- Melaka Fray was hit with a steel girder thrown at her from a demon and recovered within minutes; she also fell from a height of over five stories to land face-first on a cement sidewalk and be only dazed before fully recovering in moments] and at a later time, to fall four stories down, crash through the cement roof of an adjacent building and fall down the height of one more story, and recover instantly.

Also, in an attempt by the Watcher's Council to capture Faith without killing her, they prepared a tranquilizer that was capable of knocking out a man twice her size which is more than enough to subdue an ordinary young woman her size.
- Slayers also seem to recover quickly from blood loss: Buffy was almost completely drained of blood by Angel, but recovered in time to be able to lead the fight against the Mayor.

Potential Slayers have innate skills in combat, even before being called, as Amanda was able to defeat a vampire without any previous combat training. The Slayer's Watcher trains her to hone these talents, and to teach her specific fighting skills, such as various martial arts. The training helps her to battle the occasional demon whose physical strength outclasses her own. For most situations, however, her strength suffices. To test a Slayer's natural ingenuity and capability, the Watcher's Council administers a test known as "the Cruciamentum" if/when they turn eighteen, which strips the Slayer of her powers and forces her to fight a powerful vampire without them. It should be noted that the compound used to weaken the Slayer makes her typically weaker than most normal humans. This renders a Slayer who would still normally be physically fit without her powers remarkably feeble even for a human. This forces the Slayer to rely solely on her intellect and wit.

I'm sorry but this information and these feats aren't convincing to me because outside of the magic you haven't shown anything that Captain America couldn't physically replicate and those statements aren't a good substitution for on-panel feats. What has this First Slayer actually accomplish on-panel? Again, who has Buffy fought that would be on par with Black Panther, Wolverine, and Daredevil skill-wise? But, to say the least I'm not an expert on Captain America. I think you would benefit most from having an extended dialogue with someone who is an avid Captain America reader such as @slimj87d.

To start off, ill say this. Almost every Vampire-Young or old- has shown the Strength to easily and i mean EASILY Bend metal. ive been trying to give both a fighting chance. but you've forced me to resort to absolutes.
WHY BUFFY IS STRONGER.
strength to knock down reinforced doors and throw large slabs of concrete several yards through the air.
Whoop de flippin do, Buffy effortlessly Smashes concrete BENDS RIFLES. And she has taken on the likes of Spike and Angelus, bith of which have done- this

He has repeatedly been shown to be able to hang with fighters like Black Panther, Daredevil, and Wolverine. What has Angelus or these other vampires done on-panel to validate their skills outside of just being very old?
those are ALL Human, by statement and feat, Vampires(Which Buffy blitz casually) are Both Stronger and faster...By STATEMENT and FEAT.
Those were weak compared to spike
Captain America can run a mile a minute and is capable of reacting to bullets in flight,
going by your words, that makes him 12 mph, in Travel speed BTW which has NO Bearing in this fight. Where i blatantly said-Buffy Outran a motorcycle And a bus going full speed.- both faster than your statement.....Add that to again, i posted feats of her dodging multiple bullets from automatic gunfire.....wow. just wow.
TL;DR- your average Vamp is in the 2-3 Ton range, While Slayers are slightly above them, With Buffy being the Strongest out of all of them. Spike was as fast as shown above. But Buffy was still able to beat him in a fight, Angel is stronger than spike(being older) and she still was able to beat him, and he even commented that she may be stronger than him. Evident byt he fact that Spike wasn't even able to Budge Olaf Hammer, but she picked it up with one God damned hand.
Someone asked "what can Cap do without the formula?" These guys are literally 10 times his strength or even more due to him being depowered and sick. In addition, they are on the Super Soldier formula widening the gap.
I'm pretty busy, but I'll just post some high end feats of Cap's. I have no opinion on who would win between the two because my knowledge on Buffy is limited.
Strength
He throws his shield through a truck and helicopters. Understand how fast the shield would have to travel to perform these feats, he would have to had toss it fast as a bullet probably.
Durability
Look at this thrashing he takes from Namor, he gets slammed against boulders and the boulders actually bust with pieces flying everywhere. Cap is okay.
Gallery
Straight up survives from a explosion that demolishes a building and kills everyone in it.
Another explosion, Gambit charges his chest plates.
Falls out of planes with no damage. The car he lands on gets smashed in.
Speed:
Runs at 60 MPH while holding his shield, gear and teenage Bucky (140 lbs)
These are just some of his feats. I don't have time to post them all up, but more I can just type here are
Strength: He picks up a 200+lbs piece of concrete composite and throws it 2 stories high demolishing a part of a building knocking 2 people out.
He gets a 200+lb block of ice frozen to his legs by Iceman, manages to front flip 10 feet in the air with his using his TORSO ONLY and hits Iceman in the face with the block, hits the ice with his shield and shatters it then takes out beast.
