Tony could lose his entire company and build it from scratch in a week. He is the lead mind in robotics on earth. I don't think Bruce could put him out of business. All Tony needs is a basement and tools to make billions.

You don't seem to understand the internal logic of the comicbook universe. If Bruce Wayne wasn't put in jail after he announced to everyone that he funded Batman, he won't be as a result of whatever Tony Stark does.
All the records of Bruce's transactions to Batman are public record. Hush literally TOLD the police that Bruce Wayne was Batman, but no one believed him, for that very reason.
And anyway, everyone loves Batman. You know what people wouldn't love? If they found out Tony Stark used the Civil War to make money, imprisoned heroes without a trial in a transdimensional concentration camp, forced guys like the Thing or Luke Cage (who wanted to remain neutral) into fighting against him, had an army of super villains under his control and all other sorts of misdeeds, such as making a clone of Thor which murdered Goliath?
If that really worse then Bruce funding a group of heroes to defend various cities around the globe? Imagine all the stuff Bruce (a genius in the fields on sociology and psychology) and his PR team could do with all the crap Stark has done.

I see Bruce wayne as being far richer than Tony Stark. Bruce is also a much more strategic thinker, whilst Tony's expertise is mainly in robotics and engineering. Bamtan is a tactician, I'm sure he could put Tony out of business.

And then he would have to answer for possessing several unlicensed vehicles, some with military equipment. Comic book logic, unfortunately, doesn't do well in the thread debating which company would bankrupt which. I can't debate "everybody loves Batman".

He announced to the world that Batman Inc was a thing and there were, to my knowledge, absolutely 0 legal issues that anyone used to bring his company around his ears. Batman experts like @frozen could back me up on this.

As a scholar, I have nothing but respect for your accomplishment (a business degree in a pretty impressive thing, solid work bro) but this is comicbooks we're talking about. In a world where aliens shoot lasers from their eyes and men can get decapitated and still talk as long as they can heal, a lack of SEC is probably not too far fetched.
We all know what Stark Industries does (defense contracts, robotics, and high-tech stuff).
Wayne Enterprises apparently does shipping, food import/export, naval warship building, industrial research & development, healthcare, general household electronics, and major entertainments centers... So basically everywhere.
Wayne Enterprises apparently has more annual income than Stark Industries as well from everything I can search through Google. Tony being able to rebuild his empire doesn't matter, it's who puts who out of business first, not who can rebuild. So, I'd say that Bruce wins this due to having both more income & variety in his business strategy.
Bruce's company has never crashed to my knowledge(happened once Pre Crisis) Tony on the other hand has lost it many times.
