There is very little versatility with respect to the fighters in the DBZ universe; they're all pretty much clones of each other. They can kick/punch really fast and they can blow things up with ki. That's the extent of their abilities in a nutshell. But this type of skill set will almost never be enough to beat Wally West, especially in a battle with morals off. Wally West stomps here, and he pretty much stomps everybody in the DBZ universe, except maybe Janemba, who's a reality warper.
Personally I dont believe Wally's attacks would make it through Broly's ki....think of it as a barrier and if it does there is a chance it will hurt him but it wont kill him(yes im saying broly would tank it). If you want to get into speed Wally is faster but this is not a race so if we get into combat/reaction speed Broly wins hands down and if he takes flight Wally would be destroyed along with whatever planet they are on.....For the record time travel wont help because it would just recreate the same situaton alhough I will admit it would take Broly by surprise but if you want to take that route it can easily be said that Broly wouldnt wastehis time fighting a human and would destroy the planet immediately.

1) Wally would repeatedly throw blows to Broly, not just one and done.
2) Flash Combat speed is far superior to Broly's.
3) Broly wouldn't be able to do anything due to Wally having taken all of his speed and basically making him a statue, and then would repeatedly IMP him to death.

First, Wally West can vibrate his molecules allowing him to phase through matter and energy, and anything Wally phases through explodes. Broly's "ki barrier" won't protect him here. In any event it doesn't matter, because Wally could literally IMP Broly a million times before Broly even has a chance to react.
Second, Wally West is faster than Broly in every way imaginable including movement, reaction, and combat speed. Wally West can control the momentum and velocity of every molecule in his body. This means that any movement speed Wally West has automatically means that he can fight and react at that same speed.
Third, even if Broly wanted to destroy the planet he wouldn't have enough time. In 1 femtosecond, Wally West could drain Broly of all his kinetic energy, turning Broly into a statue, then phase through him causing him to explode. Plus, Wally has outrun planetary explosions and can even fight in space.
No if we are talking combat/reaction speed if anything it would be a leveled playing field and that still gives Broly the edge because the moment he takes flight is over.....As everyone knows there is nofight in DBZ where everyone fights on the ground for the whole fight. Like I said he would tank the blows regardless however they probably would do some damage I just dont think its enough damage to give Wally the win meanwhile Broly is airborne destroying the planet and since Shadowsilver said morals off Broly probably wouldnt waste time fighting a human in the first place and fly up ad again destroy th planet. Either way you look at it Earth is getting destroyed by Broly in this fight.

He's going to take flight when his body will be immediately drained of its kinetic energy? Man, that's impressive. Either way, he isn't tanking IMPs from Wally, that most certainly is not happening. There isn't a single DBZ character that is faster than Wally West, in travel speed or combat speed.
In a morals on match Broly might be able to get a devastating, lethal area of effect ki blast off, but very probably not here
100% this. People just need to stop giving Flash, specifically Wally, no morals. Or stop making him bloodlusted. Or simply stop matching him up against people that have no conceivable way to react to/see him.

This, There is arguably 1-2 characters possibly faster than wally in all of fiction, and with his speed force hax he would probabbly still beat them in combat and in a race. there is a reason he is repeatedly called a Kinetic God.
