Toss up.

Booster can one-shot Weather Wizard--with both fists or energy beams--and his shields/legionaire flight ring can get him past any kind of weather condition Mark puts him through.

But if Mark does this wisely and forms a Tornado in Mike's belly, it's all over.

I think Booster, barely.

He put a tornado in a girl's stomach when she insulted him once.

it's well within character.

Whether Snart is present or not is a different story.

I think Booster but I'm biased. Would probably a good battle if done right.

They would both have to use their heads for the victory.

But it doesn't say morals are off.

We don't know exactly when he did that or when it relates to him being on the rouges. Early in Johns run he was willing to dissect his own son, but that's hardly representitive of his later morals.

Mark has some of the more loose morals of the group and there is evidence to present this:

1. Mark left Cold's Rogues to work with Blacksmith's New Rogues, he didn't have any "code" that time around and didn't implicate one himself or reign himself in.
2. During the Rogue's War Weather Wizard explains to Magenta that he planted a storm in some girls stomach, this was before Final Crisis: Rogues Revenge as well, so it's not like he's only done the move once.
3. Then we have the infamous on-panel showing during Final Crisis: Rogues Revenge when we see him do it without much of a thought.

When Snart isn't around Mark isn't afraid of killing, he embraces his power and is rather ruthless with it, as Nick said - if Snart was there it would change things up.

Here's the scan from Final Crisis: Rogues Revenge 2. He mentions that years ago he threatened doing this to people; here we finally see him do it.

No, he was just fat to begin with.
