Well I would love to say Booster takes this ;) lol but it's a close one.

You would figure that Booster's future tech would be far more advanced than anything Irons has made...but I feel like Steel has demonstrated  more raw firepower than Booster. He needs to close the gap and get up close to connect efficiently with his hammer though which won't be easy against Booster and his blasters. 
Strength-wise I know Booster is often placed somewhere in the 20-40 ton range, anyone have a range for Steel?
They both have pretty good durability feats, but I would definitely give the edge to Booster, when he has his FF on. 
Overall speed and agility I think would go to Booster. 
Steel would appear to be overall a more intelligent combatant however.  
 
Barring any PIS, CIS of Booster not having his FF on...I think he can win a narrow margin but I confess to not knowing much about the capabilities of Steel's most up-to-date armor...

No way steel should own booster gold, he should be able to take wut ever bG can dish

Booster can create external force fields. It didnt hold Doomsday for long, but would probably work well against Steel.
