@Joygirl: Because he would literally destroy him. With 20 minutes of prep, his umbrella weapons AND his judo skills Penguin would be more than a match for this Gotham newbie, who only has his gauntlets but is ultimately too unexperienced to use them.

Plus, he also got his ass beat by the Riddler. Seriously, at this point, ANYONE could beat him... :P
