Not sure.

Red-Hulk's got more feats to choose from, but Blue-Marvel's are more consistently impressive(from what I gather).

For now I lean towards Blue-Marvel.

I've been using Rulk in a CAV lately and though he definitely has superior striking power along with some solid damage soaking abilities, I have seen Blue Marvel's bullrush speed feats and energy projection as possibly being enough to overpower Rulk. I'll side with Blue Marvel in a good fight for now. Though BM would have to watch out if Rulk decided to absorb his energy to use for himself.
