Possible round 3 - Blanka is in Color 4 and all his moves are charged with full super meter,wolverine is current with no healing factor.

Who win?

This OP is very strange. First off Blanka is definitely not just some "normal dude". He has shown that he can do superhuman feats. Such flying through the air at canon ball speeds. The blatantly obvious electrokinesis. And in Street Fighter 4 he was shown to pick up cars with one arm with relative ease. Blanka quickly became the apex predator in his Jungle. He is far from normal.

Bone Claw Wolverine vs Blanka would have been fair enough. You probably shouldn't have removed the healing factor because that makes things ridiculously complicated for Logan. Bone claw Wolverine without a healing factor vs Blanka may as well just be a peak human with lots of speed trying to fight Blanka. Wolverine wouldn't win this without healing factor. He gets fried. Adamantium Wolverine without a healing is even more unfair. Does metal not conduct electricity? All it would take is one charge and Wolverine is dead.
