That really wasn't a complete Hulk. He was missing Banner who went into the Heroes Reborn Universe. He was also dying because of this. Apocalypse would stand no chance against WWHulk, Mindless Hulk or Maestros. Not without the aid of the Celestial Tech anyway.
And I think this is only his power. It doesn't mention the use of the tech.

I thought you were asking if their was further aid than what he has already used. I know that the full potential of his own mutant power has been accessed because of the tech and that is the level he is shown to be now. Apocalypse has never displayed a level that would show the needed power to beat these two Hulks. WWHulk shrugged off the power of Sentry and Worldbreaker was even more powerful than him with energy manipulation added to his great strength. Mindless Hulk was the power that gave the heroes the defeat over Onslaught.
