Well if its spite like ArturoCalaKayVee says than perhaps giving Bossman a weeks prep time will even things out.

I think the shield wins. Widow fought all fodder. When she got to someone with skill, like winter soldier, she got wrecked

To be fair, Winter Soldier is a superhuman and has about fifty years experience on her. She fought Hawkeye one on one and beat him.
