Reed is smarter. All though in a fight black panther can take reed with his energy daggers.

Now to answer the question...

1. Reed would be a little more smarter than T'Challa, but not by a lot!

Example: In the "intelligence-comparing" threads, Reed and Tony are usually referred to as the smartest people on Earth not so much of T'Challa. Just an observation! Not a fact or statistic!

2. In a random encounter, the Black Panther wins, due to his hand to hand fighting skills, weaponry, agility/speed, etc.

Too much for Reed to handle.

Now if it were a preparation battle, I give it to Reed, since he is smarter.

Intelligence - Reed. I think T'Challa was stated to be the 8th smartest man on the planet. I believe Reed is either 1 or 2.

Fight - I think that depends. A prep battle between these two could be interesting. Classic Panther with energy daggers would win in a random. Current T'Challa in a random wouldn't really have a way to hurt Reed.
