Black Manta is the cooler villain by quite a bit if you ask me but Tiger should be stronger than him and tougher than him. Black Manta was a match (almost) for hook hand Aquaman. Tiger Shark is (supposedly, I haven't read a lot of comics with him) equal to Namor.
