I'm no manta expert ... but from what I read I dont see him winning any of this due to both scenarios being on ground. Can any of his weapons in his suit put down cage?

w/o equipment i dont see manta having a chance in hell. Isn't he just peak human?

Funny thing is i made a battle just like dis well anyways it can go either way imo

R1. Manta eventually burns through his skin.

R2. I haven't read much with this version of Manta, but from what I remember he was giving Aquaman trouble underwater. That should be enough to beat Luke.
