Some might say that because he's electrically-powered that water may work. But, that may not be the case for every other superhero or supervillain with powers like his own. Especially if it isn't documented anywhere.

Yup, I haven't found it anywhere. Maybe it doesn't affect him.
Well I guess, Matt's only chance is to use his senses to the fullest and avoid getting hit by the electric attacks, seeing he has the advantage in ability and skill, and try to counter attack somehow. Then again, he has to maintain this rhythm for a while because of the Lightning's force field, maybe attacking long enough will drain Lighthning, seeing he has to concentrate a lot to maintain the field. Either way the chance for Matt is remote, seeing as Lightning is also a olympic level athlete and intelligent enough to counter on his own. Daredevil has a small chance, BL for the win.
Going by the Flash comic he was just in, he can use his powers in water without being harmed. I think something in his team up with Green Arrow also showed that, but I'm not sure if I'm remembering right. Daredevil's getting a "small chance" because he's popular, he's an overcomer type and he can "use his environment". Whatever, my opinion is Black Lightning all the way, with no "small chance" for DD.
