No Canary Cry? Wow, this is gonna be close. Canary obviously has a skill edge but I'm not sure how well it'll balance Harley's significantly better physical statistics, strength specifically. But since this says Quinn is serious and Canary is not, I feel like Dinah will definitely underestimate Harley and take her for granted, which will lead to her making a bad move (she's pretty cocky in-character anyway) and taking a kick to the face that she can't physically withstand. So my vote is going to Harley Quinn.

Even a not serious Canary should be too much for Harley. Harley's physical stats were never a problem for Bruce and Canary is right behind him in skill.

He went to punch her, she easily blocked it, he throws her to the ground, slips away and then KO'd him with the hammer from behind while he was dealing with Joker. If was like two pages later.

My vote goes to Black Canary. Even though Quinn could probably hold her own with Canary due to physical stats and training, that doesn't mean she can actually beat her. Canary is one of the top martial artists in the DCU and has taken down bigger threats then Quinn.
I'd say Black Canary 7/10, Harley will put up a fight though.

Whether Joker was through or not is irrelevant, Batman was trying to get information out of him when Harley cracked him on the head, it doesn't exactly speak of her martial art prowess.

Wouldn't describe that as "right back up" but okay. I don't really feel like fighting the Harley fight today.

I'd give this to Canary. She's battled on the underdog end before, and her martial prowess is top tier in DC. Harley's physicals are good, but they aren't THAT good. She's low-level superhuman, and despite having some skill she isn't anywhere near Canary's level. Nor does she have the combat experience of Canary. Experience and training are two separate things. Both Harley and Canary are trained, but Canary has more experience and is a more natural and capable fighter. She knows where to hits someone, even a metahuman, and make it count. It's a long fight but I give it to Canary 6/10, because Harley has shown good acrobatics that could lead to her victory, and I believe that would be key to her win. If she tries to square off with Canary, superpowered or not, she's going to go down.
