Hulk can run extremely fast, the only thing is his leg muscles become so strong they break the ground beneath him.
Why? Adams Durability is top notch. He had a cosmic event transported to the inside of his head and all it did was put him down for a couple of hours. He would tank a gamma burst and even if the blast managed to slow him down a bit it still wouldn't make up for vast speed, combat speed and reaction speed gap.
WW3 Black Adam handily. He demolished Jay Garrick, Power Girl, Alan Scott, and the rest of the JLA/JSA. Matter of fact, He defeated the entire roster except for the Trinity and MMH.

Trying there best? No, no they were not. If we just want to list folks, and ignore context, the list that Hulk beat win World War is WAY more impressive than who Black Adam beat, but in both cases there is a lot of context to what is going on.
@citizensentry: No, not really those characters actually legit superstores not a by product of super strength. Hilk runs really fast he doesn't fught really fast, travel speed doesn't equal combat speed and the op doesn't specify starting distance so they stry close and Yeh he isn't reaching 200mph up close unless I see scans.
Even if he could 200mph is nothing to Black Adam.
While hulks speed is not on the level of speedsters like Flash, he has been shown to have superfast reaction times, even in the form of taking out three or four superspeed using characters before a single one of them could react to him. Their superspeed wasn't as fast as say quicksilver, but they were moving faster than the eye could see and he took them all out before a single one could react to him.
Ghost ravage did a CaV with frozen on this a while ago, except it wasn't WBH, it was glorious, and GR won by a slim margin IIRC. So going off that, hulk should win
In WW3 BA defeated the 4 horsemen, who have defeated the JL, the dimensional event was a dimensional warp that was teleported into his head, defeated the whole Marvel family, fought Powergirl,Captain Marvel, Firestorm, Alan Scott, Jay Garrick, John Stewart, Guy Gardner etc and they failed to defeat him until Zatanna, Phantom Stranger, Zatara used their magical abilities, and forced the Shazam bolt into Black Adam, transforming him into a mortal again. But the heroes said that a reason for them failing to beat him was because they held back.
