Bill has shown prudence to go with his power and skill. Hulk's lack of abilities beyond strength and speed mean he would be spammed pretty hard from on high by lightning and the smashed once he was worn down.

Pre-hammer Bill might have less of a chance, but his handling of Thor on their first encounter implies that it would be a heck of a fight. I'd still like him to win by superior strategy, although again, much closer fight than when Bill has his hammer.

no hope for hulk?

Hulk wins this one in my opinion as awesome as BRB is. Bruce banner told all the other heros to let skaar through when hulk returned because they wouldn't be able to stop Thor was amongst those heros but that was world war hulk but I think most heros would have a chance with hulk as long as they ended it quik enough but hulk healing and stamina make that near impossible because he would just get even more angry and even more stronger.
