Genocide wins handily for many of the same reasons as Wonder Woman does, especially since she is Wonder Woman from the future in a messed up body. She's stronger, faster, more skilled, and more durable than BRB. She can teleport and use his own emotions against him to empower herself further, he can only win with BFR and that is against the OP rules, so there is no reason for him to win.
Until someone will show me Genocide taking planet busting shot on her chest, she gets stomped by BRB.

Beta Ray Bill can teleport, can perceive things moving multiple times the speed of light, he can drain energy, redirect energy, has blocked and deflected energy beams from point blank range, he's destroyed planets with a swing of his hammer, he's used his energy attacks to destroy planets as well, he is immune to telepathy because of he's a cyborg, and he's tanked planet busting attacks and continued fighting as if nothing had happened.
He's exterminated entire plagues in under a millisecond, he's ambushed the Silver Surfer, as well as fought on even grounds with the Silver Surfer, he's whupped Stardust, and Alpha Ray (Both heralds of Galactus). Even before he got his hammer, he was able to fight with Thor as his equal.
Beta Ray Bill is not to be underestimated. He is overwhelmingly more versatile than Genocide, and his reflexes match hers. As a confirmed Planet Buster with multiple forms of attacks, he also has her beat in striking power. As for strength, Beta Ray Bill was able to easily withstand several quintillion tons being pulled on either side of his body (that is, quintillions of tons of force pulling on him in opposite directions), and was still able to throw him hammer (which would also have weighed hundreds of quadrillions of tons) effortlessly while put under such strain.
