Even with FTL reactions and time stop, Beerus would easily destroy the star system they're on.

Blood freezing or phasing wouldn't work on someone of Beerus's durability. Now killing Dio might be a bit problematic with time stop spam, but all it takes is one hit from Beerus to put an end to good old Dio. Beerus can hit Dio in the small interval between time stops.

The only thing Dio has that could hurt Beerus is possibly the mind control spores, but that's not going to be enough.

@pern: In xenoverse he resisted mind control. But I don't know if that is canon.

@colliderz: stops time legit FTL speeds when it comes to punches. Punches that are strong to break diamonds. Not sure that be enough to hurt Beers.

Dio's spores aren't telepathy though. He implants a part of his brain into his victims and controls them.

How good is his time stop?Regardless of that if destroying diamonds is what he can do offensive wise, I think this is a mismatch as he can't damage Bills even if he could time stopped for a year

The World over Heaven is a Universal stand. Beerus is a Multi-Solar System Buster. TWOH is far superior to Beerus.

TWOH still has far better feats to suggest Dio is stronger than Beerus. Part 3 Dio could still win this.
