This is horrifyingly unbalanced. First of all, Beast is a melee attacker, meaning he has to be able to get close to Iceman to do any damage. Iceman has ranged attacks that can keep Beast away, thereby preventing him from being able to harm him. Secondly, Iceman can adjust the ambient temperature in a given area, meaning that even if Beast is able to dodge Iceman's mid-/long-range attacks, he's still working on a clock. The longer the fight drags out, the more likely Iceman is of winning. Thirdly, Iceman can make copies of himself now, effectively giving him access to enough standard muscle that he can tire out Beast, thereby increasing the chances of him succumbing to ambient temperature and/or being hit by an ice-blast. Iceman takes this easily.
