Well honestly I think he can take on Widow, but not Elektra. She's too much. As for Bullseye, he's... too arrogant.

@senglord: Fair enough, I understand the reasons behind Black Widow deserving to win. But in my honest opinion, Green Arrow might have been able to score a majority against Natasha. Not an easy one but that fight was at least fairer for Arrow. Elektra and Bullseye however are out of his league.
