I'm pretty sure Hal Jordan was the most powerful.

Hal Jordan had really low showings while he was the Spectre. He went all "redemption spirit" as opposed to one of vengeance and unfortunately didn't come across any big crisis-esq events to test his medal. Corrigan on the other hand has some 60+ years of being Spectre under his belt and has stood solo against some of the most powerful villains ever to appear in the DCU, namely COIE Anti-monitor and ZH Parallax.

Allen looses simply because he sported the goatee and stash while dead. It looked awful. Was I the only one who enjoyed Renee and Crispus simply as members of the GCPD?

But yeah, Corrigan, hands down.
