I Know nothing of Cyttorak and the Collector.
Manhattan seemed damn powerful in Watchmen. He seemed nigg-omnipotent. But maybe it was because he was the only character in Watchmen who had powers.
Lately, i've read an Article here on comic vine that was saying that SP1M doesn't actually have many more powers than the casual Superman. Even though his physical stats are certainly amped.
Rune King Thor...well, when i'm reading threads here on CV it seems like RKT is unbeatable. I haven't read much of him.
Phantom Stranger...well, he created Ego, right? Thor was nearly non-existent to him, when they were fighting. He stomped Thor. And that's all i know of him.
I believe the fight would end up being RKT vs DrManhattan. I mean, Manhattan is a powerful matter manipulator, he can create life, he can control his own molecules and is pretty much immortal. RKT on the other hand, was able to defeat multiple deities, he słabej multiple rock giants in more seconds and was able to channel his power through a fake Mjöllnir ( IIRC ) and it was so powerful it destroyed Loki's entire army. Or am i talking about another Thor?
In the end i'd put my money on Manhattan as he is basicly immortal and even when he was inexpierienced with his powers he could rebuild himself from nothing

Nah, you're thinking of Stranger(from Marvel). And him creating Ego isn't indicative of power, because it was stated he needed to borrow tech from The Collector in order to pull it off, as in his own words: "The enormity of the undertaking was beyond my independent means".

Phantom Stranger withstood Etrigan's Hellfire with the equivalent damage of a stubbed toe. It was implied he could destroy Lobo effortlessly. He also has his own version of the Penance Stare.
Edit: and also he beat Eclipso while depowered.

They were referred to as "celestial beings"(or something similar). The definition of celestial basically translates to "heavenly", or "ethereally godlike".
It's as if a character were referred to as inhuman, and people started claiming he was(capable of the same thing as) a member of the Inhumans.
The word existed before the comics and is, obviously, bound to be used in more than one sense.
Phantom Stranger can't fight because he can't directly interfere, but for this fight, there's no reason he can't seeing as if he won, then nothing happens.
Unfortunately, he doesn't have many combat feats, he CAN manipulate time and space (stopped time once, and has traveled through time and dimensions), he is one of the most powerful magical beings in DC below the Spectre (the Spectre went after him first) and he's nigh omniscient.
Though all that doesn't garantee a win for him.
The Rune King should win seeing as he's basically a PS without any limitations, and unlike PS, we've seen what he can do (for ex, destroying dimensional barriers with one blow, defeating Magog with ease....)
