Battle of the most vaguely-defined powers!

Let's do a battle, where we pit characters with the most vaguely defined powersets. There's two battles to consider here. Who wins the CONTEST of "MOST VAGUE / INDETERMINATE" powers, and secondly, who wins in an all-out fight to the death?  Feel free to add your own contenders to this roster that I have lined up. 
 
- Apocalypse 
- High-Evolutionary 
- Mikhail Rasputin (Colossus' brother) 
 
It's nearly impossible for me to ever tell exactly where High-Evolutionary fits in the grand 'tier' of things. He's so ill-defined. But I think Mikhail Rasputin takes the cake for most vaguely defined powers. Even in AoA, as a Horsemen, you had no idea what he really "did". That said, I think out of these 3 guys, Apocalypse wins in a fight.

Black Bolt seems kind of vague to me, or at least inconsistent. One place he can't even scratch Apocalypse, somewhere else he can mess up Gladiator. Just don't know what to think of him. 
 
From your list, I agree with Rasputin. From what I gather he's supposed to be some kind of reality warper, which should put him pretty high, except I don't know what he actually did, besides somehow get killed by people you'd think were a lot weaker than him, and people who seem to have trouble with other horsemen who should be weaker than him (like Holocaust, or that giant purple "Wolverine" guy who nearly killed everyone in AoA).

 Really? HE seems ambiguous to me. Like, he's one of those guys that "with some prep" can do a ton of powerful things. But let's say, completely naked, someone like Thor started attacking him. What can HE actually do in a fight?
