Fallen one really didn't have any showings on panel, he was powered by dark matter unlike the other heralds and to be honest there isn't any reason for me to believe that he was even greater than surfer...

Tyrant was never a herald.
The Destroyer armor is the most powerful herald on it's own power.

Surfer had a fleeting moment of being Eternity, Morg had his well, etc etc, temporary amps shouldn't count.

Edit:
Never mind, read the OP again, apparently alternate realities do count.
Norrin created his own little world seperate from Creation with the IG, he wins.

Evil Norrin with the Tree Hugger Galactus?
Normal Surfer has better feats IMO, it's just that he's no where close to as brutal.

For most part, some of them leaked out the cracks became Galactus Engines(weaponizing Galactus seemingly makes for a pretty potent killing machine), Last Planet Standing and Celestial whatever it's called arc.
Outside that he is seemingly more powerful than most of the counter parts, in particular the Tree Hugger Galactus that Norrin nearly killed and had to give Sabretooth most of his power to avoid his demise.

Although one thing is certain, 616 Galactus is the coolest.

Norrin has a wider range of feats because he has many more apperances. I've never seen regular SS handle someone on gladiators level so easily. and Doing things with the IG isn`t a feat for the character it`s a feat for the IG.

Mainstream 616 Norrin already established he can own Gladiator with some whack radiation. As far as I know, theyve never really fought in 616, muchless would the Surfer fight him completely bloodlusted like his alternate counterpart.
IG was part of his power set to kill Mephisto, screw around with the abstracts and get his own paradise with the woman he loves in that storyline.

Just like when 616 Norrin became Eternity when he touched LT's void face.

without the radiation they have fought and it was pretty even. and he wasn`t bludlusted when that version fought they that version is just more ruthless. and the IG is not part of anyone other than Nemisses powerset.
