According to the WML run on WW, the one with the Contest. Diana looses much of her power when she is on Paradise Island because Hippolyta didn't want her to grow up feeling exceptional amongst her sisters.

Byrne decided that it wasn't enough and had Magala cast a spell on one or both of them that resulted in Diana's strength getting transferred to Artemis or simply deluded in her presence.

Assuming this is the pre-FP versions (since Artie hasnt appeared anywhere yet) I would say Diana takes this since she still has her armor and there is nothing in the OP that mentions Diana's powers being reduced to Artemis' levels.

If however Artemis and Diana are physically equal, I'll give to to Artemis, since she doesn't pull punches, unlike Diana.
