Battle between two teams of Scourge's victims

As it happens, 17 of Scourge's victims were killed in the Bar with No Name, and 17 of his victims were killed outside the Bar with No Name.  (I am discounting a few random ones, like the member of the Watchdogs, the Power Broker's minions, and the Melter's assistant Keegan.  Also, some of his purported victims ended up not really being dead, like the Ringer and Lionclaw.  So this battle only includes canonically dead, costumed villains.)
 
This battle takes place between the 17 killed outside the bar and the 17 killed inside the bar.  All are in standard classic versions, which are described below.  The Hood later resurrected several of these characters; this battle uses their pre-death, and thus pre-resurrection, versions
 
The battle takes place in the bar's parking lot.  The teams are grouped on opposite sides of the parking lot, which is full of cars, which may be used for cover.  They are all in character, except that they are willing to kill/fight any of their former friends that happen to be on the opposing team.  All the members of each team are willing to work together to defeat the other team.  The Outside-the-Bar team is led by the Enforcer, the Inside-the-Bar team is lead by Firebrand.  Last team with anyone standing wins.
 
The teams are (since these are pretty obscure characters I have summarized their powers):

Death Adder--1 ton strength, amphibious, spiked tail, paralytic-poison claws.
Hammer and Anvil--linked by an alien synthecon that absorbs kinetic energy and increases their strength and  durability up through class 100.
Hate Monger III (Psycho-man's android)--shape changer (can't dupe powers), can create hate at short range.
Black Abbott--can shoot energy that can turn bodies to ash, has psi bolts, telepathy, telekinesis.  Can normally control others' minds, but is not allowed to use that power in this battle.
Megatak--can control electrical devices and electricity, can project electricity, create electromagnetic constructs (sort of like Klaw), can absorb energy, has superhuman strength, can fly.
Melter--has gun that liquifies stone, metal, flesh, and wood by loosening atomic bonds.
Miracle Man--(incorrectly  listed as Mister Miracle on the picture)--mass telepathically-created illusions/hypnosis.  Does not have his Cheemuzwa powers in this battle.
Titania I (now known as Lascivious)--2 ton strength, wrestler, has explosive disks.
Basilisk--800 lbs, strength, has microwave eye beams which can freeze or heat their target, can fly.  Does not have Omega Stone in this battle.
Wraith--create mass illusions including invisibility, can cause pain in others, has telekinesis and telepathy.  Can normally control others' minds, but is not allowed to use that power in this battle.
Enforcer--has light armor, has pistols with tranquilizer, incendiary, and silver bullets, plus "the tingler" which will set you on fire if your metabolic energy goes up too high, plus a disintegration ring.
Blowtorch Brand--is immune to fire; carries blowtorch.
Red Skull (Albert Malik)--no powers; has 2 pistols.
Wrench--carries a monkey wrench.
The Fly--can fly, cling to walls, see in all directions, durability and super-strength, can create sonic backlash by flapping wings.
Blue Streak--has wrist lasers, tacks, rocket skates, armor.

Cheetah--8 ton strength, run 75 mph, claws
Commander Kraken--has bionic claw with electric shock, has bionic leg with jet engine that lets him fly, has sword that shoots electricity
Cyclone--can create whirlwinds
El Jaguar--agility, sharp claws
Firebrand--15 tons strength, armor, intense fire projection, fly
Grappler--martial artist/wrestler, has a chest computer that tells him how much leverage to apply to something and where, has a titanium rod which shoots entrapping steel coils
Hellrazor--can absorb any energy to increase strength and stamina, has bladed wristbands and can shoot projectile blades
Hijacker--has a vario-blaster that can shoot various gases including nerve, sleep, fear, poison, madness; it can also shoot a heat blast and nuclear flame, and it can control machines; has armor that defends against physical, heat, cold, energy, gas.  Does not have his Crime Tank in this battle.
Letha--2 ton strength, wrestler
Mind-wave--has a helmet that reads others' thoughts, allowing him to predict their plans; has heat gun.  Does not have his Think Tank in this battle.
Mirage--suit makes holograms and invisibility; has pistol
Shellshock--gun shoots concussive energy, mini missiles, gas grenades, microwave energy, glue canisters
Rapier--has fencing foil that can stun on touch
Steeplejack--gun shoots white hot rivets, force beam, and a wire tangler, has padded armor.
Turner D. Century--has a flame thrower umbrella and flying bicycle
Vamp--as human, is martial artist, has absorbo-belt that can duplicate others' skills and strength (low-level only).  Can also turn into the monster Animus, which has superhuman strength, powerful psi force bolts, telekinesis, can animate objects, has crystal club


I will note that both teams have a ton of dudes with all kinds of wacky guns, plus they both have illusionists and psychics.

cool fight, but it's hard to decide who wins

i'm going with team one because of Death Adder, Hammer and Anvil, Melter, and Basilisk

and the fact that most of the people on team two have useless powers

There's no doubt that many of them have lame powers.  If I can summarize, some of the most powerful characters on team 1 are Hammer and Anvil (strength), Black Abbott (psychic), Megatak (energy/tech control), Melter (melting stuff), Miracle Man (very powerful illusions), Basilisk (eye blasts), Wraith (psychic), and maybe Enforcer (skilled shooter).  In team 2, the most effective are perhaps Cheetah (fast), Cyclone (create tornadoes), Firebrand (intense fire blasts, armor), Hellrazor (absorb energy), Mirage (illusions), and Vamp (alternate form has psychic powers/strength).  Team 1 maybe has better powers, team 2 has more fancy guns.

@Owie: Team 1 has the most powerful members (Hammer & Anvil, Melter, Basilisk, Wraith, etc.)
