Well , Jean paul valley became batman under supervision of Bruce Wayne(while he was on wheelchair), he had to go through a series of physical tests and rebuild, whereas Terry did not. although both of them has some gadgets under their costumes ..... I vote for Azrael.
In fact no one even come near to Bruce when it comes for fighting and brain work...
