For the basic jutsu he only controls his own shadow. He uses surrounding shadows to extend his own shadow, and given how many there are in the stage, Batman would have a hard time even dodging attacks without getting trapped.
Shikamaru is too fast? Regular nartuo characters for instance aren't faster than regular people, character is as fast as he has trained. Shikamaru is really bad in taijutsu and has never shown to be faster or hit better than peak human can. Only thin he has shown is leaping from tree to tree with good balance. Shikamaru is a little bit above peak gymnasist, but so is Batman. Batman has speed, strenght and agility edge in the battle. Without prior knowledge Shikamaru could win in a daylight, with knowledge shikamaru has no change of winning.

Agreed. The only characters seen moving faster than what normal humans are capable are: lee and guy (known for wearing extreme legs weights), those with chakra-enhanced speed (obviously), some jinchiriki, Minoto (space-time kunai). Aside from that, ninjas in naruto are going to be fast, agile, dexterous. Mostly, this due to their training as shinobis, obviously.
