Batman gets 1 year prep as well as 10 billion dollars to invest into any resources he needs as well as a file on his opponents which includes :their powers,personal history, feats, mental stability and the potential of all their abilities, it also includes psycho analysis of the subject including their fears, the way they think and how they use their powers. 
 
No reality warper, no telepathy, cosmic/semi cosmic entities,  High scale energy manipulation higher than Surfer, No high scale magic users and batman gets the first strike.  
Battle starts with the unsuspecting opponent walking into a construction site (abandoned) where batman is waiting for them.Current levels for the opponent.

What are the stipulations?  Is BFR allowed?  Is Batman trying to kill his opponent, or just apprehend them?  I think under the circumstances, a full powered Juggernaut fits the bill (unless Juggernaut is considered a "high scale magic user") and as long as PIS isn't involved, I can't imagine what Batman could do to him, even with all that prep.

Wait, does the opponent get prep and can they defend themselves from Batman's first attack or does Batman just get a gimme hit?  
 
Wonder Woman pwns him. What can Batman do to her? Tell her he loves her?  
 
Also SBP, unless Batman not only gets all these advantages, he also gets help. -_-...

yes he has to get the first strike (not necessarily a punch). yea i was thinking SBP too, wonder woman could work.

he is trying to kill them. Classic Juggernaut is, Current isnt.

I'm not seeing how current Jugs could win, Bats could very likely make the entire warhouse into a rocket. 
Hell a majority of Characters having to take the first strike from Batman makes this a lot harder to judge. He could build a giant !@#$ing lazer and vaporize a lot of people that step in his path.  
 
I can't really think of anyone thats not overlly powerful that could win this without Batman launching them into space, blasting them with a weakness, yata yata.  
Giving him that first strike is what makes this incredibly tricky.

Nope.
Steve Rogers wouldn't at all go down that easy. To say otherwise is to greatly low ball Capain America.

Because he's Steve Rogers.  
Unless your saying that with the First Strike Batman will land a pressure point that will completely own him, after that first strike Steve is free to actually defend himself.
 
It would be a lot easier for Batman to slap C4 on him or cut off his head via Highlander sword with the first strike then using damn pressure points.

Batman with a year's prep and the opponent being unsuspecting could take down Doom, Iron Man or Reed Richards.  Reed Richards has been taken in many, many traps.  Doom and Iron Man would have a good chance of adapting their technology to whatever trap Batman springs, but even they can have their technology disabled.  The technology of Wayne Industries is on par with Stark Industries and close enough to Doom's that with a year's prep time it's conceivable that Batman will find a way to defeat their technology.
 
In the case of Stark, he could get him to come without his suit and simply knock him out.  (and without the Extremis armor, he wouldn't have access to it in time)
 
Don't underestimate Batman with that much prep.
 
People Batman cannot beat even with that much prep would be those without an Achilles heel--- like kryptonite or being merely a human.  Thor comes to mind, though that's probably a bit of overkill.  But anyone with extreme durability  who can take a hit from a major trap and won't be disabled by some weakness.  Others who would do well against Batman given these criteria include those with some precognitive abilities.  Jedi or Sith, for example, might become aware of their danger (same with Spiderman or other characters with "Danger Sense") and manage to escape what Batman prepared for them.  Of course, they'd still have to deal with Batman's considerable skill, but at least the surprise factor would be mitigated.
 
DC characters who should be able to handle Batman despite the prep time: Brainiac, Darkseid, Despero, Wonder Woman, Doomsday, Imperiex, Lobo, Sodam Yat (as Ion or otherwise), Superboy Prime (other Supermen would be defeated with Kryptonite),
Marvel characters that should handle Batman despite the prep time: Thor, Thanos, Mephisto, Gladiator, Apocalypse, Beta Ray Bill, Black Bolt, Adam Warlock
(Not intended as an exhaustive list)
 
Since the title does not specify DC or Marvel, that opens up a whole slew of universes:
Several D&D Characters would defeat Batman no matter his preparation: Larloch, the Tarrasque are examples.  The former has so many contingencies Batman cannot handle it.  The latter is just too far beyond Batman's power to harm it, even with all his technology brought to bear on it.
Most of the Dragon Ball characters would be beyond Batman regardless of prep by the time of the first world tournament. The heroes (and anti-heroes) Goku, Vegeta, Trunks, Tien, Krillin, Piccolo would be bad enough, but the later villains such as Cell and Majin Buu would probably be beyond even Reed Richards with 1 year prep time.
Star Wars Universe characters: Sith and Jedi would be difficult for him to trap, but not impossible for him to outfight.
Dr. Manhattan would be beyond any preparation he made.
Any Transformer too powerful to be destroyed by military weapons would be beyond Batman.

With prep he can take out Deathstroke and Midnighter. If DS has a year prep also, then Batman is screwed. I really don't think there is many that can beat Batman when he has one year of prep. Besides characters that are better with prep and have it in this fight as well.

Well if it's an unsuspecting opponent, it really can't be anyone human (without a healing factor) like Steve Rogers since Batman could technically just explode the area or snipe them from a far (assuming he trains himself with sniper rifles).
 
Maybe someone like the Hulk, unless Wayne can figure out a way to calm him enough to change him back into Banner.

anyone with super durability and no known weakness should be able to survive  the first strike. and beat batman. thor, silver surfer, black bolt, wonder woman,  captain marvel(dc) hulk, and a lot more

Batman can crush so many people. He can beat Superboy-Prime with a red sun ring(he disabled Superman's son Chris's powers). He could destroy transformers easily. EMP.
