Every Hero in Gotham is dead. The villains of Gotham fight to see who can gain control of the city. The villains start out with no mobs, gangs, mafias, etc. but they can build them up. The villains cannot leave Gotham. The winner is whoever is the last living villain.

I was gonna go with Black Mask, but then I saw Ra's.... too obvious. He doesn't have to leave Gotham to get a new League.

Yeah, I like Joker and all, but I've always considered Ra's his most dangerous villian.

i went with black mask. his ability to mind cobtrol people including near all major villains listed is too strong. if he isnt taken out really quick via sneak or blitz of some kind hed be a real force to contend with.

How does anyone here deal with Poison Ivy? Once she gets her plants up and running out of Robinson Park, she will solo. No one else here is powerful enough to stop her. I want to say the Joker but, he can't do crap to Ivy.

Good luck trying to get in range using that Agent Orange when your entire organization is barfing up Mycobacterium just by coming into view. Her connection to the Green allows her to track pretty much every human on the planet. She'll then grab them all with vines and melt them with acid from her pitcher plant.

If a Black Lantern can't really touch her what makes you think a any of these guys will.
