Well, Batman just doesn't stand a chance to a flying, genetically altered person, unless he previously had a trap laid out in the environment somewhere; or he could stalk the new goblin and toy with his mind - find out his fears.

Batman in TDKR, against New Goblin should win. He has alot more weapons, plus the flying batmobile and and overall more efficient arsenal than New Goblin.

Dumb battle is dumb. Bale has no shot without prep. With prep and an ambush, sure. Without, it's a horrible stomp.
