Batduck Vs Darkwing Duck

I mean he defeated Negaduck, even tho I think most of those victories were by accident.

I would definitely give this to Darkwing based on experience as well. When Darkwing gets serious he is very competent and shows how smart he can be when the time comes. In this fight Darkwing has the edge he needs to school Batduck. He would still give him a fight, but it will end in Darkwing's favor.
