People GREATLY overestimate Chuck Norris, in his day he was great, but there were a lot more rules, and many of the matches were scored on points, and many were not even full contact. However he was not well rounded, martial arts has progressed monstrously over the last 30 years or so. Bas on the other hand is much better rounded and just has better training.

In a fight scored only for points and in a normal ring, Chuck might be able to pull out a win on points.

Bas would win in an actual fight.
